A sample video would help to explain your problem. Otherwise we can only guess.
According to my experiences, condensation (foggy lens or case's window) is the most probable cause for poor video quality in snowy conditions, if there is enough light. So better keep your camera in a dry and cool room for several hours, before inserting the camera into the case.

You can't change the sharpness settings directly, but if the image is blurry only in movement, you can improve it by increasing FPS.
For action shots my recommendation is 1080p @ 60 + gyro ON, and use "center" or even "spot" for the "metering" setting if you have frequent changes to light / dark locations.
If there is low light then it is very likely that 60 FPS video will be too dark, because the sharpness and amount of light are inversely proportional.

To be honest, 1.21 has been plagued with issues. I’d consider stepping back to 1.20 and see if the issues still persist.

Can you show us a sample of your blurry video?
Can you show us a sample of your blurry video? What resolution (1080p, 4K, etc.) and frame rate (100, 50 or 25 frames per second or fps) are you using? Is you camera in a case or just in the open, supporting frame? If the problem is caused by moisture on the lens or case's lens window, give the camera and case time to cool down. The fogging should disappear as they cool down. However, there may still be some little marks left from the evaporating moisture. Use clean, dry microfiber cloth to polish the lens and the inside and outside of the lens window. Do not use a goggle cleaning cloth - they usually have some sort of anti-fog or cleaning material that mostly just smears lenses.

On the contrary what RBEmerson said, usually a fogging appears, when the camera is cooling down outdoors. When the camera warms up, the fogging usually disappear. There can't be any fog on the camera lens or inside the watertight case if the camera is much hotter than the ambient temperature.
The fogging inside the protective case is usually caused by the warm (heated) and moist air (usual indoor condition of the snowy season), that is trapped inside and what cools down below the dew point, when the camera is put into the snowy outdoor conditions.

It's completely offtopic, but I have covered many, many thousands of kilometers on skis. We have usually 3...5 months of snow here.
